Joe tries to explain to his colleagues that a bill up for debate would adversely affect the people in his district. The bill being debated would have required a phone line dedicated to a security system in convenience stores open 24 hours a day. In the rural district Joe represents, however, the added expense would hurt the convenience store owners for no benefit, since many police departments in his district are not staffed all night. |
